  1. PUBLIC ENGAGEMENT ON HARBOUR-FRONT ENHANCEMENT

    The public has been extensively engaged on the project. A public engagement exercise entitled "Harbourfront Enhancement Review – Wan Chai, Causeway Bay and Adjoining Areas" (HER) under the steer of the Harbour-front Enhancement Committee on Wan Chai Development Phase II (WDII) Review (HEC Sub-committee) was conducted from May 2005 to June 2007 for public input to the planning and engineering review of the WDII project. The HER was divided into three stages, namely Envisioning, Realization and Detailed Planning stages.

    • A. ENVISIONING STAGE

      The Envisioning Stage was formally launched on 22 May 2005. Its purpose was to engage the community at an early stage to solicit their "visions" on the types of harbor-front developments they aspire for at Wan Chai, Causeway Bay and the adjoining areas, while acknowledging opportunities available and the constraints for development. A preliminary list of sustainability principles and indicators was compiled for discussion and endorsement by the public. These principles and indicators formed a useful basis for the development of the Concept Plan. (please click envisioning stage for activities conducted in this stage)

    • B. REALIZATION STAGE

      The Realization Stage was launched on 6 October 2006. Based on the findings of the Envisioning Stage, a Concept Plan was developed for evaluation using the agreed sustainability principles and indicators with a view to arriving at a consensus on the development proposals.     • C. DETAILED PLANNING STAGE

      The Detailed Planning Stage was the last stage of the public engagement exercise of HER and was launched in June 2007. The main objective was to ensure that the Recommended Outline Development Plan ("RODP") and amendments to the relevant Outline Zoning Plans ("OZPs"), formulated based on the Concept Plan and comments received, reflected the consensus reached or majority public views expressed at the Realization Stage of HER. The public comments collected at this stage were submitted to the Town Planning Board for consideration in conjunction with the amendments to the relevant OZPs.
