  • A. ENVISIONING STAGE

    The Envisioning Stage was formally launched on 22 May 2005. The envisioning exercise was to engage the public in identifying the key issues and establishing principles in terms of improving the waterfront.

    Public Forums
    Public forums were organized to collect views and concerns of the more active concerned groups and stakeholders on their aspirations and principles for waterfront enhancement at Wan Chai, Causeway bay and adjoining areas, as well as their impact on infrastructure and transport provisions, in particular the possible construction of the Central - Wan Chai Bypass. The forums were held in 5 locations on Hong Kong Island and Kowloon with a total of 421 attendees.

    Community Charrettes
    Two community charrettes which focused more on design concepts and preliminary concepts within the context of highway options, were organized to collect views systematically from the active concerned groups and stakeholders. There were a total of 223 participants.

    Opinion surveys
    To ensure a wider coverage of the public, especially for those who were not immediately affected by the study, different opinion surveys as listed below based on different target groups had been undertaken.

    • Telephone survey covering all areas in Hong Kong
    • Road-side survey around the WDII area
    • Self-administered questionnaires collected from public forums, community charrettes, online, fax, email and letter

    A total of 921 and 161 successful interviews were carried out through phone interviews and road-side survey respectively. A total of 306 completed questionnaires were collected during Stage 1 public engagement period.

    Written Submissions
    View collection forms had been designed to solicit public views. Moreover, the public were encouraged to submit their comments, suggestions and proposals in their own format.

    Expert Panel forum on Sustainable Transport Planning and Central - Wan Chai Bypass
    An Expert Panel aimed for reviewing and making recommendations on the sustainable transport planning for the northern shore of the Hong Kong Island, including the necessity of CWB was held on 3 September 2005. This Panel was well attended by 129 participants with different backgrounds.

    Consolidation Forum
    A consolidation forum for screening and consolidating the comments, ideas and proposals received during the Envisioning Stage was held on 12 November 2005. The total number of participants was 132.

    Parallel Discussions
    Apart from collecting suggestions and opinions from the stakeholders and the public in forums, charrettes and written submissions, a number of discussions with District Councils, HEC Sub-committee, Town Planning Board and Legislative Council were held in parallel as listed below:-
