    • A) REVIEW ON TRUNK ROAD ALIGNMENT

Following the Court of First Instance's judgment in March 2008 that the PHO applies to temporary reclamation, consultants were engaged to examine the overriding public need of the temporary reclamation for constructing the Trunk Road Tunnel and their compliance with the PHO. Materials were prepared to supplement the CCM Report issued in February 2007 to address specifically the reclamation requirements, with particular reference to the temporary reclamation. After consideration of all relevant factors, in particular in respect of social and environmental implications, it was concluded that the Flyover Option is not regarded as a reasonable alternative to the Tunnel Option even though the latter requires some additional permanent and temporary reclamation and the Tunnel Option serves best to protect and preserve the Harbour. The following parties were then consulted:

      1. 25 October 2008 – Public Forum
      2. 31 October 2008 – HEC
      3. 12 November 2008 – Planning, Works and Housing Committee of Eastern DC
      4. 13 November 2008 – Traffic and Transport Committee of Central and Western DC
      5. 13 November 2008 – Southern DC
      6. 18 November 2008 – Wan Chai DC
      7. 25 November 2008 – LegCo Panel on Development

    • B) WAN CHAI NEW FERRY PIER AND GOVERNMENT HELIPAD EXTERIOR DESIGN

The reprovisioned Wan Chai ferry pier and the permanent government helipad to be constructed under WDII will be at prominent locations along the new Wan Chai waterfront. Their appearance should be visually pleasing and complimentary to the surrounding urban fabric. The consultants employed for designing these structures had proposed two exterior design options for consideration. A series of roving exhibitions were held to collect the public's views on these two options.

      1. 17-20 June 2009 – Hong Kong Convention and Exhibition Centre Phase II G/F
      2. 21-23 June 2009 – Wan Chai MTR Station Concourse
      3. 24-26 June 2009 – Immigration Tower G/F
      4. 30 June – 3 July 2009 – Footbridge connecting Harbour Centre to Wan Chai Ferry Pier

We had also consulted the following parties on the exterior design:

      1. 16 June 2009 – Development, Planning and Transport Committee of Wan Chai DC
      2. 22 July 2009 – HEC

More than 1,200 view collection forms were returned from the public. Over 60% of the view collected indicated their preference on the Option 2, which is a "Modern City" theme, for both the new Wan Chai Ferry Pier and Government Helipad. The final exterior design of these two structures based on Option 2 was subsequently approved by the Town Planning Board at its meeting of 12 February 2010.
