The report examined the available techniques for constructing the Central-Wan Chai Bypass tunnel beneath the seabed of the Causeway Bay Typhoon Shelter and ex-Public Cargo Working Area. It concluded that cut-and-cover method is the only practically safe and feasible method of construction for the tunnel section in the CBTS and ex-PCWA, although it will require temporary reclamation.
